Sergey Lutchenko was born on 6 October 1981.
He graduated from St. Petersburg State University of Architecture and Civil Engineering. For nine years he worked at ENCO, a research and design institute for spatial planning; later he was Chief Architect of the Volkhov District, then Deputy Head of the Volkhov District Administration for Property, Land Relations and Architecture.
In 2020, he was appointed Chief Architect of the Leningrad Region. In 2024 he announced the creation of a regional union of architects.
