By popular request from the participants of ICM ARCH 2024, as well as architects and designers new to our community, we are starting to post selected speeches from Congress 2024.

Today we start with the plenary session “CREATIVE INDUSTRIES IN NATIONAL PROJECTS AND INTERNATIONAL COOPERATION” and a speech by DENIS KRAVCHENKO,

First Deputy Chairman of the State Duma Committee on Economic Policy, initiator and co-author of the Law on Creative Industries, which is now being widely discussed both by a number of ministries and by the regions that will be working on their legislative framework in this area in 2025.

“Our country has indeed passed a law on creative - in parentheses - creative - industries. The President signed it on August 12 and it will come into force on February 5, 2025. A lot of work is now unfolding on the government's platforms to prepare bylaws.”

The law is of a general nature. The main task of the law was to define the scope and introduce the basic concepts that we are talking about today. First of all, what is the creative economy, what are creative industries, to regulate the list of creative industries. We brought it in line with the general list of the United Nations, so there were some small additions, because some professional communities were quite active, and we had to listen to them. But I would like to emphasize that the list is open, and architecture and design were included in this list.

In addition, our law distributes powers between the federation and the regions. The basic, main part of powers goes to the regional authorities. We believe that this is very important, because the sphere is relatively new, despite the fact that it defines part of the spheres that are already generally accepted, for some of which, for example, cinematography or some other spheres, have already been defined by separate legislation. Separate laws exist for parts of industries. Such an analysis has also been done. We are now striving for the government to define a single federal body that will be responsible for the development of the creative economy as a whole and act as a coordinating body. As the author and initiator, I laid down the maximum design, which would help the government to make a quick decision. And we expect that the Ministry of Economic Development will play a coordinating role, because we have defined a new sphere of the creative economy, which is growing rapidly in the world.

It is probably no secret to many that the creative economy in the world is growing rapidly, the leading developed and some developing countries are now demonstrating a steady growth in the share of the creative economy in the gross domestic product, and it reaches 5-6 and in some places even 7%. This is quite a large part of the economies of various countries. In our country, according to the latest data from Rosstat, it is about 3.2%. When we wrote the law, we estimated for 2022 that it would be 2.7% approximately. The President instructed us to provide assistance and to build a support architecture and, in general, a structure to structure the creative economy. The Chairman of the Government has approved the strategy for the development of the creative economy, and it should double by 2030 and amount to about 6 small percentage points. This is a significant result, which is not easy to achieve in the next 5-6 years. We have passed the relevant law that creates opportunities. Therefore, I would call this law a law of opportunity.

Further, firstly, with the adoption of this law and the introduction of the conceptual apparatus and the prescription of the entire structure of relations between the authorities, we are unleashing, in a good sense of the word, regional authorities and governors in the first place, but also creating conditions for the provision of sectoral support for the Government of the Russian Federation. I would like to say right away that such a structure is laid down, and we insisted on it, when support can be provided not immediately to all, but selectively. That is, as regional authorities will choose industry priorities for themselves out of the 14 that we have listed, so too can the federation determine priorities.
