Education:
1995 - graduated from the Voronezh State Academy of Architecture and Civil Engineering, specialising in Architecture
2004 - graduated from the Voronezh branch of the Russian Academy of Public Administration under the President of the Russian Federation, specialising in Jurisprudence.
Marina Vladimirovna Rakova is an architect who has devoted herself to work in municipal and state bodies of architecture and town-planning of three regions of Russia - Voronezh region, the city of federal significance Sevastopol and Nizhny Novgorod region.
Throughout her working life Marina has been an advocate of the state urban planning policy and serves the cause of preserving and developing the architecture of cities and towns, introducing the principles of rational urban planning.
Today Marina holds the post of Minister of Urban Planning and Agglomeration Development of Nizhny Novgorod Region. During 6 years of work in the region she has become one of the main, key figures of the modern Nizhny Novgorod architectural school.
In a short period of time, Marina has implemented programmes aimed at improving architecture and town planning in the region: reform of town planning activities - technological transition to a digital analytical format of work, a comprehensive programme for the development of town planning, infrastructure and housing construction, the creation of GISOGD (State Information System of Town Planning Activities of the Nizhny Novgorod Region), the information and analytical system ‘3D-City’, reform and digitalisation of the ISC (Investment and Investment Centre of the Nizhny Novgorod Region), and the creation of the ‘3D-City’ information and analytical system.
Another important achievement is the revival of the Architect's House in Nizhny Novgorod. Thanks to Marina's efforts, it has turned into a zone of increased activity, a real city-wide cultural centre.
Marina Vladimirovna Rakova does not limit her activities only to Nizhny Novgorod region. Her activity and high professionalism extend to the architectural life of the federation as a regular participant of conferences, expert communities, forums on the topics of architecture, urban planning, heritage preservation and ecology, as a member of the Presidium of the Council of Chief Architects of the subjects of the Russian Federation and municipalities.

Rakova's activity is marked by the Medal of the Union of Architects of Russia ‘For Fidelity to the Commonwealth of Architects’, Diploma of the President of the Union of Architects of Russia, Golden Badge of the International Festival ‘Zodchestvo’ for the exposition and development of urban development of Nizhny Novgorod region, Medal of the Russian Municipal Academy, Badge of Honour ‘For Conscientious Labour and Professionalism’, Diploma of Honour and ‘Centaur’ Badge, numerous Letters of Gratitude and Acknowledgements, Diplomas and Diplomas.
